This is clear from the meaning of 'tent' as the holiness of love, dealt with in 414, 1102, 2145, 2152, 3312, and of 'pitching a tent' as the state involving that love; and from the meaning of 'the mountain' as good, as above in 4117, here the good meant now by 'Jacob', see above in 4073.
