This is clear from the meaning of 'statute' as a law of order, dealt with in 7884, 7995; from the meaning of 'time' as state, dealt with in 2625, 2788, 2837, 3254, 3356, 3404, 3827, 3938, 4814, 4882, 4901, 4916, 6110, 7381, so that 'at the appointed time' means in that state; and from the meaning of 'year' as a whole period from start to finish, dealt with in 2906, so that 'from year to year' means always.
